What is YSR Rythu Bharosa <\/h2>\n\n\n\n

Introduced in June 2019, the “YSR RYTHU BHAROSA<\/strong>” scheme stands as one of the nine Navratna welfare initiatives. Administered by the Department of Agriculture, Government of Andhra Pradesh, the scheme has been operational since October 15, 2019. Offering financial support to farmer families, including tenant farmers, throughout the state, the program disburses \u20b913,500 per farmer family annually. An extensive 49 lakh farmer families are set to benefit from this initiative, which has received a substantial budget allocation of \u20b96,534 crores from the government for the Rythu Bharosa Scheme.<\/p>\n\n\n\n

Objective<\/h2>\n\n\n\n

The primary aim of the scheme is to facilitate cultivators in meeting their investment requirements during the crop season, ensuring timely access to quality inputs and services for enhanced crop productivity. By providing financial assistance across the state of Andhra Pradesh, the scheme is designed to boost the income of landowner farmer families, as well as those belonging to SC, ST, BC, and Minority communities who are landless tenant farmers.<\/p>\n\n\n\n

Benefits<\/h2>\n\n\n\n

1. Landholder farmer families, irrespective of the size of their cultivable land holdings, are entitled to an annual benefit of \u20b913,500. The state government contributes \u20b97,500, while the central government, under the Pradhan Mantri Kisan Samman Nidhi, contributes \u20b96,000. The identification of beneficiaries under this category of the scheme relies on the existing validated land ownership database.<\/p>\n\n\n\n

2. The eligible landowner farmer receives the \u20b913,500 benefit in three installments:<\/p>\n\n\n\n

  • \u00a0The first installment of \u20b97,500 will be disbursed in May, including \u20b92,000 from PMKISAN.<\/li>\n\n\n\n

    3. Financial assistance is extended to landless cultivators belonging to Scheduled Caste (SC), Scheduled Tribe (ST), Backward Class (BC), and Minority categories in the state at \u20b913,500 per year from the budget allocation of the Government of Andhra Pradesh.<\/p>\n\n\n\n

    4. Landless Tenant farmers, including ROFR Cultivators, receive the \u20b913,500 benefit in three installments.<\/p>\n\n\n\n

Joint verification and confirmation are conducted at the village level by Multipurpose Extension Officers (Village Agriculture Assistants)\/Agricultural Extension Officers and Village Revenue Officers. This process is monitored by the Mandal Agricultural Officer and Tahsildars at the Mandal Level, by the Sub Divisional Assistant Director of Agriculture and Revenue Divisional Officers at the Divisional Level. Final confirmation is carried out by the District Collector, assisted by JDA before the data is uploaded to RTGS.<\/li>\n<\/ol>\n\n\n\n
          \n
        1. A verification process includes 5% random verification at the Mandal level and 2% verification at the Divisional level. A Deputy Collector rank Officer is designated to supervise the entire process for each Assembly Constituency.<\/li>\n<\/ol>\n\n\n\n

          1. The Department of RTGS serves as the System Integrator (SI) by integrating different data sources such as wetland, households (families) data from the Praja Sadhikara Survey, CFMS for data related to Government employees, pensioners, income tax, etc., adhering to exclusion parameters.<\/li>\n<\/ol>\n\n\n\n

            Eligibility Criteria for Land Owner Farmer Families:<\/h2>\n\n\n\n
              \n
            1. The scheme extends its benefits to all landholder farmer families who collectively own cultivable land, irrespective of the size of their land holdings, receiving \u20b913,500 per annum per family as per land records, subject to exclusions.<\/li>\n\n\n\n
            2. Farmer families cultivating under ROFR lands and D Patta Lands (duly incorporated in the relevant records) are eligible for benefits under YSR Rythu Bharosa.<\/strong><\/li>\n\n\n\n
            3. Farmers cultivating acquired lands for which compensation was not paid are also eligible for benefits under the scheme.<\/li>\n\n\n\n
            4. In the case of joint holdings, the benefit will be transferred to the bank account of the family member with the highest quantum of landholding.<\/li>\n\n\n\n
            5. In instances where the quantum of cultivable land owned by two or more individual family members is the same, the benefit will be transferred to the bank account of the elder or eldest member, as applicable, within that farmer’s family.<\/li>\n<\/ol>\n\n\n\n

              Eligibility Criteria for LandLess Cultivators:<\/h2>\n\n\n\n
                \n
              • The tenant farmer or family member should not possess any Agriculture, Horticulture, or Sericulture Land in their name.<\/li>\n\n\n\n
              • Support will not be provided for lease agreements within the family.<\/li>\n\n\n\n
              • The minimum area required to be taken for lease by a single individual landless tenant is as follows:<\/li>\n<\/ul>\n\n\n\n
                  \n
                • For all Agriculture, Horticulture, and Sericulture Crops: 1.0 Acre (0.4 Ha)<\/li>\n\n\n\n
                • For Vegetables, Flowers, and Fodder crops: 0.5 Acre (0.2 Ha)<\/li>\n\n\n\n
                • For Betel Vine: 0.1 Acre (0.04 Ha)<\/li>\n<\/ul>\n\n\n\n
                    \n
                  1. Regardless of the size of the holding, the benefit will be extended to only one cultivator per landowner family with whom there is a lease agreement.<\/li>\n\n\n\n
                  2. Only one tenant\/cultivator belonging to the SC, ST, BC, and Minority categories will receive benefits along with landowner farmers. In cases where there are multiple tenants on a single landowner’s property, preference is given to the ST tenant for financial benefits, followed by IC, BC, and Minority tenants, in that order, as per the existence of such categories.<\/li>\n\n\n\n
                  3. In Tribal areas, only tribal cultivators\/tenants are recognized according to the statute.<\/li>\n\n\n\n
                  4. A landless tenant\/cultivator with multiple lease agreements is eligible to receive benefits as a single unit.<\/li>\n\n\n\n
                  5. Lease agreements between landless tenants\/cultivators and marginal farmers residing in the same village will not be entertained.<\/li>\n\n\n\n
                  6. Cultivators\/tenants working on lands owned by excluded categories are eligible for benefits under Rythu Bharosa.<\/li>\n\n\n\n
                  7. Tenants cultivating Inam lands\/Endowment lands will receive benefits based on recorded evidence available with the Department of Endowments.<\/li>\n<\/ol>\n\n\n\n

                    Identification of Landless Tenant Farmers:<\/h2>\n\n\n\n

                    Generating widespread awareness about the “Crop Cultivator Rights Act 2019.<\/strong><\/p>\n\n\n\n

                    Facilitating Grama Sabhas at the village level for the identification of landless cultivators\/tenants, involving field functionaries from Revenue, Agriculture, Village Volunteers, and Village Elders. This process includes conducting ground-truthing through Field verification and reasonable inquiry to establish the cultivation claim of the landless cultivators\/tenants.<\/p>\n\n\n\n

                     Educating landowners about:<\/strong><\/p>\n\n\n\n

                      a) Ensuring the security of land ownership rights.<\/p>\n\n\n\n

                      b) Clarifying that there is no possibility of legal suits, prosecutions, or other legal proceedings arising from the agreement.<\/p>\n\n\n\n

                      c) Notifying the repeal of the Andhra Pradesh (Andhra Area) Tenancy Act, 1956.<\/p>\n\n\n\n

                      d) Emphasizing that the bank’s obligation for loan recovery is solely on the crop, not on the land.<\/p>\n\n\n\n
